Woman Killed After Truck Backs Down I-30 Ramp in Mesquite

A semi-truck stopped on a Mesquite freeway ramp before dawn on September 4, 2026, then began backing down it against traffic. Two minutes later, a Chevrolet Equinox slammed into the rear of the reversing truck and caught fire. The SUV's driver, 33 year old Lisa Maldonado of Garland, died at the hospital that morning.

Two days later, Mesquite police arrested the truck driver on a manslaughter charge, a rare step in a highway crash case. This page collects what has been reported publicly, what records typically matter when a criminal charge and a civil claim arise from the same crash, and where families and witnesses can request those records themselves.

Confirmed facts about the I-30/I-635 ramp crash in Mesquite

Where did the Mesquite ramp crash happen?

Interstate 30 and Interstate 635 (the LBJ Freeway) meet in Mesquite, a Dallas suburb just east of the city. The interchange carries heavy overnight commercial traffic between Dallas, Garland and points east on I-30, and it is one of the busiest freeway junctions in the region even in the early morning hours.

A transition ramp connects one freeway's lanes to another's without a light, a stop sign, or a shoulder wide enough to safely reverse in. Backing a vehicle, especially a loaded semi-truck, against the flow of that traffic removes the only warning a following driver would normally get: that the vehicle ahead is moving away, not toward them.

What did authorities say happened?

Mesquite police said dashcam footage led directly to the manslaughter charge: the truck stopped on the ramp and reversed into oncoming traffic, and the SUV hit it from behind two minutes later. A drug recognition expert who evaluated Begbaev found no signs of impairment, and Begbaev voluntarily agreed to a blood draw.

What has not been said publicly is just as notable. No agency has released why the truck stopped or why the driver chose to reverse rather than continue forward or call for help.

What remains unanswered

  • Why the truck stopped on the ramp and why the driver began backing down it.
  • Whether Maldonado had any realistic chance to see or react to a truck moving toward her in the dark.
  • The trucking company's identity, DOT number, and what the truck was hauling.
  • How many hours Begbaev had been driving before the crash, and what his logs show.
  • The results of the voluntary blood draw and Begbaev's current bond conditions.

Lost a Loved One in a Crash With a Commercial Truck?

A criminal charge against a truck driver does not automatically pay for a funeral, lost income, or a family's future. If someone you love was killed or seriously hurt in a crash with a semi-truck, a lawyer can review the facts and explain what a civil claim would look like alongside the criminal case.

What records may matter after a criminal truck crash charge?

A manslaughter charge against a truck driver is unusual, and it does not close the door on a separate civil case. Criminal and civil cases run on different tracks, with different standards of proof, and a family's right to sue does not depend on whether the driver is convicted.

  • The dashcam footage itself. Whether it came from the truck, a nearby vehicle, or a highway camera, it is the single most important piece of evidence in this case and it may need to be preserved before it is overwritten or deleted.
  • The probable cause affidavit. A charging document filed to support an arrest is a public record and often lays out facts in more detail than initial news coverage.
  • The engine control module. The truck's black box data can show speed, braking, and reverse gear engagement in the seconds around impact.
  • Hours-of-service records. The electronic logging device and supporting paperwork under 49 CFR Part 395 can show how long Begbaev had been on duty at 2:32 a.m.
  • Post-crash drug and alcohol testing. A fatal crash generally triggers testing requirements under 49 CFR 382.303, separate from the drug recognition evaluation police described.
  • The carrier's safety and maintenance file. Required under 49 CFR Part 396, including whether the truck's reverse lights and backup alarm were working.
  • Texas's restriction on backing on a highway. Texas Transportation Code Section 545.415 restricts backing a vehicle on a freeway or controlled-access highway main lane, which bears directly on how this crash is described in the criminal case.

Why the manslaughter charge does not settle the civil case

A criminal conviction can require proof beyond a reasonable doubt, a high bar. A civil wrongful death claim under Texas Civil Practice and Remedies Code Chapter 71 only requires a preponderance of the evidence, meaning it is more likely than not that negligence caused the death. That is a lower bar, and a family does not have to wait for, or depend on, a guilty verdict to pursue it.

It also matters who else could be responsible. If Begbaev was driving for a trucking company at the time, that company may share legal responsibility for his actions under standard employer liability rules, separate from whatever the criminal case decides about him personally.

Practical steps for families and witnesses

  • Request the probable cause affidavit and any crash report through the Mesquite Police Department and TxDOT's CRIS system once it is filed.
  • Look up the carrier in the FMCSA's SAFER company snapshot once the trucking company is identified, for operating authority and inspection history.
  • Ask about preserving the dashcam footage and any traffic camera video before it is lost to a standard deletion cycle.
  • Track the criminal case through the Dallas County court system, but do not treat it as a substitute for a civil claim evaluation.
  • Get everything in writing from any insurer, and decline recorded statements until you understand which claims exist.
  • Talk to a wrongful death attorney promptly. Evidence like dashcam footage and hours-of-service logs can disappear long before any deadline does.

Frequently asked questions

Does a manslaughter charge mean the family already has a winning civil case?

Not automatically, but it helps. A criminal charge shows police believe the evidence supports serious wrongdoing, but a civil wrongful death claim is a separate case with its own lower burden of proof. A family generally does not need a conviction to bring one.

Who can be held responsible in a case like this?

It depends on facts that have not been fully released. Potential parties can include the truck driver, the trucking company that employed him if he was working at the time, and, depending on maintenance records, whoever serviced the truck's lights or backup equipment.

Does it matter that the truck was backing down a highway ramp?

Yes. Texas law restricts backing a vehicle on a freeway or controlled-access highway main lane, and a following driver has little warning when a vehicle ahead is moving backward rather than forward, especially in the dark.

What happens to a civil claim if the driver is not convicted?

A civil case can still proceed. Criminal and civil cases use different standards of proof, and an acquittal or a dropped charge in the criminal case does not automatically end a family's right to pursue a wrongful death claim.

Can the trucking company be sued too, even though the driver was arrested personally?

Often, yes. If the driver was working within the scope of his job when the crash happened, the company that employed him can share legal responsibility under standard employer liability principles, separate from any criminal charge against the driver as an individual.

How long does a family have to file a wrongful death claim in Texas?

Texas wrongful death and survival claims generally must be filed within two years under Civil Practice and Remedies Code 16.003. That is an outside limit, not a plan. Dashcam footage, hours-of-service logs, and vehicle data can disappear long before that deadline arrives.
